Oropher's feelings, as you describe them, are very understandable. I quite see why he would not want a Noldorin king or even one that is only partly Noldorin, and I'm sure his people will mostly share these feelings.
But it is so sad to think that his distrust of the Noldor will eventually lead to his own death and that of so many of his people in the Last Alliance!
