Re skew to the female - yes; the warriors are generally male, and they keep getting killed off in battles.
As the females will not remarry, every dead male also reduces the available number of breeding females but not the total number of actual females. So, logically, eleven society should slowly become top heavy with widows as they will remain alive in greater numbers than the males do and, unlike in human society, they are not going to grow old and die before the next large war repeats the effect. There will also be unmarried females whose future mate dies before they wed, who will also not grow ld and die out.
Elfling births will be close to 50:50 by gender - even a slight skew to males, as in humans*, would not be enough to really balance the number of males killed in battle. There is no mention at any time of female elves dying from complications of pregnancy, so that's not going to send vast numbers of females off to Lord NĂ¡mo's domain.
Elven males reborn don't count when considering Middle Earth, as they will be slowly skewing numbers the other way in Valinor... So, unless you visualise shiploads of widows heading off from The Havens in hope, any impression that there are more males than females is simply due to JRRT's habit of mainly writing male characters.
Either that, or he also believed in all these male pregnancies we see in fic - but I somehow don't think it was really what he meant!
