Yes. I think of it sort of like a family edition of "The Old Farmer's Almanac" or like Ben Franklin's "Poor Richard's Almanamc, full of all sorts of useful advice, and old sayings.

Some of the sayings from Tusser have found their way into our own modern language of aphorisms and proverbs, and it's likely that many such were proverbs already even in Tusser's time!
