In the source texts, hobbits always struck me as the most human characters of all, and thus, they must possess very human frailties. These frailties are amply illustraed in your story of a raw, intense, and bitter encounter of anger-sex, for lack of a better term. Yes, it seems that Lotho is doomed, having been born to parents in a loveless marriage. Don't know if I'd call Lotho evil though. Very human, yes, as are his parents.
