Seriously, this is great. I love the opening line: Words come stumping past sometimes, no, people come stumping past under the arch and they bring words with them. Such bizarre, disorienting imagery. I really like the way you deal with language throughout this story, and the contradiction of having a narrator who is (almost) without language.
It looks right at my eyes, if I have eyes like the one across from me, anyway it looks right into my own looking.
Also very cool.
Unfortunately I've never seen Dr. Who, but even without the reference, I think the flashbacks with the modern surgical implements work well here. It's Sauron, after all, so who knows... I also like the implication that the Watchers were once...elves? Very creative, and definitely horror-ful.
