It is indeed! This was inspired by the fact that the early editions of The Hobbit included a radically different version of the Riddles of the Dark chapter from the editions published post LotR. I take this as sad evidence that Bilbo ultimately lost his battle, and did indeed write a false tale. It was only after he told the truth (or presumably the truth, since who would know?) at the Council of Elrond, that the false tale recorded in his book got changed into the new version.
