Orneredh is definitely an Elf: the Handmaidens of Yavanna *were* Elves, a special group who had been taught to make lembas as part of preparation for the original journey to Valinor. I agree that she is clearly very skilled (even if nobody in the fic comments on it) but I do not see what she is doing as much more impressive than what, e.g., her countrymen Mablung or Beleg regularly accomplish. (I mean, Mablung even went into Nargothrond, while she did not.) And she's not really all that alone: her mission is her own, but here she befriends the Gondolindrim, and then the Eagles. I also imagine that, previously, she might have gone back home to Doriath regularly -- but, at this point in time, Doriath has been sacked twice, so she's as much a refugee as the people she meets.
And yes, the refugees of Gondolin wandered about for a while (a year?) but did eventually reach the coast, and joined up with Cirdan's people and the refugees of Doriath (including Elwing.) In the fic, Tuor and Idril are around in the crowd somewhere, and Egalmoth will introduce Orneredh to them after his interview with her is over. I think he has enough authority to talk to her himself first, though: he is one of only two remaining lords.
As for apple trees, I think it takes about five years for them to be useful? Though I expect it would have been far slower in M-e during the "Sleep of Yavanna" before the sun came out.
