This was an excellent fill of the prompt--and a really great sequel to your poem! You managed the tonal shift really skillfully.
I really like Ninnachel, and I like the way Fingon handles the situation--freely admitting his error, and doing what he can to fix things, not just for Ninnachel, but for others like them. (I hope his policy changes actually trickle down to the people who need them!)
