In the movie, Frodo seemed to break the chain when he claimed the Ring. But that wouldn't explain how he managed it when he encountered Boromir. Perhaps the chain was long enough to slide easily over his head?
You know, it's in those pesky little unexplained details that fanfic lurks. It's just a matter of luring it out of hiding.
