Yes, I pulled out a few of Lovecraft's favorite adjectives (tenebrous, noisome, hideous) and figured the the Watcher's mother dreaming in her deep palace might invoke "Ph'nglui mglw'nafh Cthulhu R'lyeh wgah'nagl fhtagn." :^D Quite a few Tolkien fans have speculated that Tolkien's Watcher and the unknown things beneath the mountains might have been influenced by Lovecraft, but that's pure speculation. On the other hand, Tolkien and Lovecraft were both admirers of Lord Dunsany, who wrote some creepy stuff, so maybe that's the common ancestor here.
