Elanor was the last of Sam's children he would pass on his way to the Havens. Given hobbit love of family, I'm quite sure Sam would have said farewells to the other members of his family, if for no other reason, than to make sure the will and inheritance issues were resolved and completely legal in that wonderful and fussy way that Hobbits absolutely love - proper colors of ink, appropriate wax seals, etc.
That I made you cry makes me feel a bit better since I was weeping when I wrote their last scene, and I was at work, trying to be discreet while getting ready to help my next customer.
