Well, most people always have everyone using parchment all the time, and I am certain it was used for all the important documents in the Shire. But turning sheepskin or calfskin into parchment is a costly and messy process.

Rag paper is fairly easy to make, and just as you might suspect is made from old rags, preferably cotton or linen. Here's a link to a simple way to make rag paper:
