I hadn't really thought that through. Thinking about it now:
This is very much Azrahad's project, and I think Amandil told him he couldn't hope to succeed without the Queen's help (while also giving him useful advice and warnings that Azrahad mostly didn't follow).
I'm sure Amandil would get Azrahad onto a ship posthaste if Azrahad wanted it, but Azrahad wants to stay and keep trying to resist Sauron and the changes Sauron is making in their society, and Amandil respects that. If everyone leaves, then they're giving up on Numenor, which would be a hard and painful choice, and Amandil isn't ready to do that yet.
But that's off the top of my head, so if you have ideas about it, they're probably as good as mine.
