Gandalf was with escort of Rangers as the wagons of food travelled towards the Shire. This was in part to reassure the Hobbits after the incursions of late as they knew him as a friend of Thain Gerontius. It was he who had appealed to Gandalf for aid as the harsh winter had appeared. He had heard the stories of the ‘Long Winter’, and so in these times becoming known as the ‘Fell Winter’ had realised the need of supplies. The North Farthing had been the first to be hit by the winter weather so barley was not in abundance this year. Gandalf could not imagine a Shire without beer so he had persuaded Arador to include barley amongst the other stores being sent to the Shire in wagons.
Gandalf was grateful that the assistance the Shire-folk had given to the North-kingdom after it had been overrun by the forces of the Witch-King of Angmar nearly a millennia earlier was still remembered by the remnants of that kingdom. So it was that the Dúnedain of Arnor were willing to give food to the hobbits of the Shire in their need and protect their land from the foes who threatened it.
