"Nor by Jerusalem," for I18 - "freedom fighters" (Feanatics card). Also, can a story be used for a spot that's not yet claimed? I had a specific concept off the Deep Thoughts card in mind as well, but will completely understandable if it can't count for a spot that's not yet been called.

We can't give stamps for a spot that's not yet been called, if I'm understanding the question correctly. Now, if you write the story anyway and that space is called, then if you add something new to the story, you can claim that stamp as well.
The basic rule is that, to claim a stamp, you should create something new when that number is called, whether starting something from scratch or adding to an existing piece. :)
